Airport Management Professional Accreditation Programme (AMPAP)
International Civil Aviation Organization / Airports Council International, 2007-Present
Recognizing the challenges and complexity of airport management, Airports Council International (ACI) and the International Civil Aviation Organization (ICAO) joined forces, in March 2007, to offer the Global ACI-ICAO Airport Management Professional Accreditation Programme (AMPAP). This executive development program is universally available for airport management practitioners. Its six-course curriculum covers all functional areas of the airport business such as operations, security, finance, commercial management and airport development, and promotes adherence to uniform standards and best industry practices while facilitating a cross-cultural learning environment for its participants.
AMPAP aims to develop a new generation of airport leaders. AMPAP graduates receive the ACI-ICAO International Airport Professional (IAP) designation or an AMPAP Associate diploma. ASI has been and continues to be the appointed administrator of AMPAP since its inception with the responsibility for developing, deploying and managing the program globally.
Strategic Consulting and Technical Assistance, Management of Airport Operations
Macau International Airport Company Limited, Macau SAR, 2008-Present
Since 2008, ASI has been retained by the Macau International Airport Company Limited to provide ongoing strategic consulting services. ASI’s work has included an analysis of operations and management options as a result of increased decentralization and private sector engagement. ASI has also provided analyses on performance and the external business environment, an assessment of the airport image and industry positioning, as well as of the airport enterprise business strategy, corporate governance and expansion program.
International Airport Professional Community of Practice (IAP CoP)
The International Airport Professional (IAP) (graduates of the Global ACI-ICAO Airport Management Professional Accreditation Programme) mandated ASI to provide their group with expert advice on establishing a community of practice. ASI guided the IAPs through each step of the process, taking the group from its rudimentary state through to its incorporation. ASI is now the officially designated administrator of the IAP CoP.
Airport Management Excellence Program (AMEP)
PT Angkasa Pura II (Persero), Indonesia, 2014-Present
PT Angkasa Pura II (Persero), the operator of Jakarta’s Soekarno-Hatta International Airport and a dozen other airports in Western Indonesia, identified an urgent requirement for an in-house senior-level airport management training program to further develop the competency of its top airport managers. PT Angkasa Pura II (Persero) required a program that would take into account current and anticipated challenges for the enterprise. Its main objectives needed to be the transfer of practical knowledge to senior managers, and to position PT Angkasa Pura II (Persero) as a High-Performance Work Organization (HWPO), as per global standards and best practices.
Review of Operations and Safety Framework for Ground Service Providers
Changi Airport Group, Singapore, 2016-2017
This project involved reviewing the current safety framework of Changi Airport Group (CAG) Airside Management’s Ground Operations Safety Manual (GOSM) based on ICAO and IATA safety standards, procedures and guidelines. Ground Service Providers (GSPs) included all ground handling agents and refuelling organizations.
Advanced Airport Management Program (CAAMP)
Macau International Airport Company Limited, Macau SAR, 2016
The Macau International Airport Advanced Airport Management Program (CAAMP) aimed at adding a building block to the Human Capital competency development strategies already established by the organization. It complemented other initiatives such as staff participation in the Global ACI-ICAO AMPAP, the IATA Diploma, and the ACI Online Operations Courses by offering customized workshops responding to the specific priorities and needs of the Airport.
King Abdulaziz International Airport Operating Procedures
General Authority of Civil Aviation (GACA), Saudi Arabia, 2015-2016
The project encompassed reviewing and drafting KAIA’s Standard Operating Procedures (SOPs) and Operating Manuals (OMs) to ready the airport for the completion and opening of its multi-billion dollar expansion. The ASI team was tasked for services related to the SOPs and OMs for KAIA’s airfield, safety and emergency operations, based on industry standards and best practices from the International Civil Aviation Organization (ICAO), Airports Council International (ACI) and the International Air Transport Association (IATA). The project was completed in partnership with Egis.
St-Pierre Airport Development Study
Saint-Pierre-et-Miquelon, France, 2016
The intent of the study was to evaluate means with which the existing aviation facilities at Saint-Pierre could be leveraged to increase traffic, revenues and other non-monetary benefits. A number of potential areas for consideration were identified, and discussed in detail.
Safety Management System Implementation Support
Seattle-Tacoma International Airport, United States of America, 2016
ASI was tasked to review the status of the airport’s Safety Management System (SMS) program and conducted a gap analysis considering the pending Federal Aviation Regulations Part 139 Supplemental Notice of Proposed Rulemaking that will require airports to implement SMS. ASI also provided advisory services for the future strategy for the implementation of the system.

Bermuda Department of Airport Operations (BDAO), Bermuda, 2015
ASI was contracted to provide technical and practical guidance and assistance relating to the best way forward in effectively managing safety and operational risks at L.F. Wade International Airport, with a strong focus on ground handling services. The ‘value-added’ benefit of this approach was to use ASI’s expertise and provide ‘tools/tangibles’ for BDAO to consider in terms of proven and effective implementation measures used elsewhere.
Billy Bishop Toronto City Airport Concessions Plan
Nieuport, Canada, 2015
For Nieuport, the private owner of the passenger terminal at Toronto’s city centre airport, ASI developed the concession program, including supportable space analysis, program development, sales and revenue forecasts, locations, sizes and services requirements, theming assessment and recommended tenant mix.
Airport Security Assessment and Training
Airports Company of South Africa (ACSA), South Africa, 2015
The project involved conducting security screening assessments in several major ACSA-operated airports, and the design and delivery of an ACSA Train-the-Trainer security course based on international best practices and ICAO Standards and Recommended Practices (SARPs).
Civil Aviation Safety Authority Oversight Capability Assessment
Civil Aviation Safety Authority of Suriname (CASAS), Suriname, 2014
The objective of the project was to evaluate the aviation system in Suriname, in particular the oversight capabilities of the Civil Aviation Safety Authority Suriname (CASAS). The safety and security levels of the national carrier (SLM) and main international airport (PMB) were also assessed.
World Aviation Governance Forum (WAGF)
CIFAL Atlanta, Canada, 2012
Co-organized by ASI and CIFAL Atlanta, the inaugural World Aviation Governance Forum (WAGF) provided a platform for senior aviation officials from both the public and private sectors to assess the potential of good governance policies to improve the efficiency and profitability of aviation enterprises. The WAGF addressed a range of political, economic and social issues associated with the governance challenges through presentations and interactive sessions.
Air Cargo Assessment
Macau International Airport Company Limited, Macau SAR, 2012
ASI conducted an examination of the air cargo facilities, services, and opportunities for the Macau International Airport Company Limited. The objectives of the evaluation were to analyze the air cargo situation at the airport, discuss future air cargo demand, analyze ancillary services in place, and provide a preliminary assessment of demand for air cargo. The final report included a review of existing facilities and research on potential cargo development opportunities.
Advanced Safety and Emerging Management Course for Air Navigation Service Providers

ASI gave a two-week training course to two cohorts of SW-ATMB managers. The training explored best managerial practices in aviation safety and emergency response. The course addressed areas such as air transport as a system, issues and stakeholders, challenges and emergency planning for Air Service Navigation Providers (ANSPs), the role of the International Civil Aviation Organization (ICAO) safety guidance, and risk management.
Cargo Terminal Development Assessment
Cluj-Napoca International Airport, Romania, 2010
In light of the tremendous growth experienced at Cluj-Napoca International Airport, it became essential to review the needs of the manufacturers in the region like Nokia. ASI completed an assessment of the potential for cargo business for the airport, including forecasting, analysis and recommendations, all leading to improvement of cargo services and operational efficiencies.
Grossman Jet Service, Czech Republic, 2008
ASI was mandated to review the status and development potential of general aviation services in the Czech Republic. Grossman Jet Service wanted to expand its offering and rationalize its facilities requirements. ASI was instrumental in identifying new opportunities for additional revenues while substantially reducing expenses.
Status Review of the Airport Security Strengthening Program Project

ASI carried out an assessment and generated a “Moving Forward” report to strengthen airport security at Nassau’s Lynden Pindling International Airport and the Family Islands airports. The Inter-American Development Bank-sponsored project evaluation covered all aspects of aviation security.
Airport Facilities Management Workshop for Airport Executives
World Bank and Saudi Arabia National Civil Aviation, Saudi Arabia, 2007
The World Bank contracted ASI in response to a request from the Office of the President of Civil Aviation of Saudi Arabia for technical advice and capacity building guidance. The objectives of the project were to organize and hold an airport facilities management workshop for airport executives as well as to evaluate specialized needs related to airport management services and air transport matters. Forty participants from Saudi international and domestic airports and air navigation services attended the workshop.
Strategic Business Development
Greater Moncton International Airport, Canada, 2007
Moncton, centrally located in Atlantic Canada, was facing rapid growth. ASI was asked to prepare a strategic development plan for Greater Moncton International Airport, with a particular emphasis on cargo development. A review of the existing potential was conducted, including an inventory of cool/cold rooms, in-bond storage, and other similar facilities. The study enhanced market potential and improved handling facilities to support the development of a cargo complex at the airport.
Determination of Future Aviation Security Systems
Canadian Air Transport Security Authority (CATSA), Canada, 2006
The Canadian Air Transport Security Authority (CATSA) selected ASI and MITRE Aviation Institute (MAI) to design and manage a workshop on security-related concepts for Canada’s future aviation security screening system. The three-day workshop addressed key contemporary issues, trends, technologies and challenges. The general concept of the future model presented was a multidimensional and based on layered security structure providing optimal protection for travelers and infrastructure while ensuring safe and efficient travel.
Southwest Air Traffic Management Bureau (ATMB) Seminars
Civil Aviation Administration of China (CAAC), China, 2005
ASI was asked to prepare and manage the development of a series of seminars for the Southwest Air Traffic Management Bureau (ATMB) of Civil Aviation Administration of China (CAAC). The seminars were given throughout Canada and included lectures by officials and professionals from the Civil Air Navigation Services Organisation (CANSO), the International Civil Aviation Organization (ICAO), Transport Canada, the International Business Aviation Council, the International Air Transport Association (IATA), Pratt & Whitney, SITA, Canadian airlines and air navigation systems service providers.
Airport Executive Leadership Programme (AELP)
Airports Council International (ACI) and Concordia University, Canada, 2004-2006
ASI provided expert advice and guidance during the initiation, planning, design, development and pilot delivery phases of the Airport Executive Leadership Programme (AELP), jointly operated by Airports Council International (ACI) and Concordia University. The AELP fosters the development of strategic management skills, preparing candidates to handle senior-level executive responsibilities. The targeted participants are future airport CEOs, Deputy CEOs, or Vice-Presidents.
China Qingdao Airport Strategic Business Partnership and Investment Plan
Munich Airport, Germany and Qingdao Airport, China, 2004-2005
Qingdao airport was transferred to the municipal government as a result of the Chinese Government “Airport Localization Policy”. The challenges, as identified by ASI experts, included the creation of a new airport private company with the possibility of foreign investment, further developing air services to/from Europe, and strengthening of airport management expertise. This led to the development of a formal partnership, brokered by ASI, between Munich and Qingdao International Airports, with the objective of developing the latter into a leading airport meeting the highest international standards.
AVSEC Professional Management Course (AVSEC PMC)
International Civil Aviation Organization (ICAO) and Concordia University, Canada, 2002-2003
ASI provided expert advice and guidance during the initiation, planning, design, development and pilot delivery phases of the joint International Civil Aviation Organization (ICAO) and Concordia University Aviation Security Professional Management Course (AVSEC PMC), which is considered the most advanced training currently existing in aviation security.
Airport Ground Handling Policy Study and Development of Related Financial Model
World Bank, European Union and Ministry of Privatization of Morocco, Morocco, 1999-2000
ASI assessed the performance, challenges and opportunities in order to increase the collaboration with all stakeholders including government, airports and airlines. The final report included a plan to improve ground handling services for the benefit of airlines and airports. The strategic plan relied on extensive financial modeling.
